No, the public parks (Treasure Island Park) in front of the resort are open to everyone and offer the same stunning ocean views and manicured gardens as the hotel grounds.

If you are staying at the hotel, I recommend a sunrise session. The beach is empty, the light is soft, and you can be done before breakfast. For sunset, we aim for the "Golden Hour" to get that warm California glow on the cliffs.
